Using the Delphi Technique for Estimating

The Delphi technique uses several subject matter experts (SMEs) to develop independent estimates, document assumptions, and discuss the differences.

Prerequisites

  • Project Manager to function as the exercise facilitator
  • Group of SMEs
  • Project description, scope, assumptions and work breakdown structure (WBS)

Steps

Repeat this procedure for each item that needs an estimate in the WBS

  1. Ask each person to write down his or her estimate
  2. In a group meeting, write each estimate on a flip chart or whiteboard without discussion. If estimates are the same, go to next item estimated and repeat this step
  3. Discuss differences and assumptions.  This step usually reveals additional information that causes estimators to rethink their estimate
  4. Ask each person to review/revise his or her estimates
  5. Continue step 2-4 until consensus is reached, that is, consensus means that either each estimator agrees with the group estimate, or can live with it
  6. Document estimates and assumptions
