The Delphi technique uses several subject matter experts (SMEs) to develop independent estimates, document assumptions, and discuss the differences.
Prerequisites
- Project Manager to function as the exercise facilitator
- Group of SMEs
- Project description, scope, assumptions and work breakdown structure (WBS)
Steps
Repeat this procedure for each item that needs an estimate in the WBS
- Ask each person to write down his or her estimate
- In a group meeting, write each estimate on a flip chart or whiteboard without discussion. If estimates are the same, go to next item estimated and repeat this step
- Discuss differences and assumptions. This step usually reveals additional information that causes estimators to rethink their estimate
- Ask each person to review/revise his or her estimates
- Continue step 2-4 until consensus is reached, that is, consensus means that either each estimator agrees with the group estimate, or can live with it
- Document estimates and assumptions
